Roman samian bowl
The ovolo, of circles and bars over a roped border, is one of the characteristic ovolos of Libertus, Rogers B 214. The design is probably a marine freestyle, and the remaining figure type is a crab like creature, not in Oswald, but present on S&S 1958, pl. 53: 626 and 627.
