Roman copper alloy belt plate
Hollow rectangular fitting, possibly part of a buckle-plate with one end turned up to form a hook. The plate is pierced by two holes, one at either end, and on the back there are two small studs. One of the studs has a small domed washer still attached, which suggests that the plate was attached to a leather strap.
