Black print on both sides of a cream piece of paper (cut from a magazine ?). On the one side is printed - Head Quarters, Military Department of Washington, June 25, 1861 - allowing Mr Halestad [?] to go over the bridges and within the lines daily. On the other side is printed an understanding that the named pass holder is loyal to U.S. and if found aiding enemies the penalty would be death.
