Five booklets with the same content. 3-page Mines Department Circular, on off-white paper, with black printed text and a diagram. Loose inside a black leather hardback cover (with other coal mining regulations, bills etc) with the 'British Thomson-Houston Company / Electrical Engineering Manufacturers / Rugby' printed on it, and a sticker with 'Coal Mines Regulations' stuck on the front cover.
