Awarded to Private Thomas William Keenan for bravery during an air raid.
On the night of 2-3 January 1941, over 100 German aircraft attacked Cardiff. Keenan, watchman at a fuel depot, removed an incendiary bomb from the top of a tank containing 300,000 gallons of petrol, using his hat. His hands were badly burned, but the tank was saved. Keenan had served in the Machine Gun Corps in the Great War.
