Scale rule "P" 1/600 (50ft:1in) 1/720 (60ft:1in). Black print on cream/off white ground.
Cardboard scale rules were cheap and inaccurate but commonplace from later 19th Century to c.1950's for use by draughtsmen, surveyors etc.
