The design shows the flag associated with SWAPO (South West Africa People's Organisation) which features horizontal bars of blue, red and green. In front of the flag is a woman dressed in a green top and blue skirt holding a small girl dressed in blue top and green skirt by the hand. A man dressed in a striped green shirt and blue shorts is carrying a baby, and is holding a young boy (who is wearing a white shirt with red inscription and blue trousers) by the hand, who's holding a smaller girl in a red dress by the hand.
The woman, baby and small girl are all themselves holding small versions of the same flag. The inscription on the boy's white shirt reads 'SWAPO'. Above the figures is a large white dove and to the upper proper right of the large flag in the background is a small aeroplane. Below the flag and figures is an inscription printed in black. The design and inscription are printed over a background made up of short, thick black lines which are facing in different directions.
