Punch pliers
Punch for making round lace-holes in leather which are later fitted with metal eyelets. One jaw holds the bit, while the other jaw carries a brass anvil on which the sharp end of the steel bit can impinge after penetration without damage to its cutting edge. The handle is sprung to hold the jaw open until squeezed. G.Beech 6/9/13
