This is a flange-twisted gold torc with undecorated conical terminals soldered on at each end. The torc has been modified in antiquity. The terminals have been straightened and pulled back in line with the bar so that they are not in the typical 'hooked' form, while the torc has been "rope-twisted" to reduce its diameter before burial.
