Roman copper alloy buckle fitting
Hinge plate, with two shanks projecting from the back. Two closely spaced cylindrical loops remain for a hinge bar or buckle bar. The plate itself is slightly "waisted" below the rib which accomodates the hinge housing. Perhaps part of a belt plate.
